As part of the Ministry of Education's efforts to promote digital transformation in the educational process, the main committee for the e-learning system and digital repository held a joint meeting with the project's monitoring teams in the educational governorates. The meeting discussed achievements during the 2024/2025 academic year and reviewed the third-phase plan, which begins with the beginning of the 2025/2026 academic year.
The meeting was started by Dr. Sultan Al Kindi, Acting Director-General of Vocational and Technical Education and Chairman of the Main Committee for the E-Learning System and Digital Repository. He addressed the most notable achievements of the first and second phases, highlighting the significant progress the project has made in activating the system across schools and target groups.
During the past academic year, the project witnessed successful implementation in 578 schools across various educational governorates. Teacher access to the system reached 96%, while student access reached 65%. All digital services, including e-learning, vocabulary banks, and digital repositories, were activated, linked to learning outcomes, and updated periodically to ensure content quality and integration with educational objectives.
The project team announced the launch of the third phase, targeting 730 schools across all educational governorates, representing 60% of the Sultanate's schools. This phase is part of a strategic plan aimed at optimally activating all Noor system services, emphasizing the integration of change management teams in this phase with project follow-up teams under one umbrella in each governorate to ensure integrated efforts. The importance of a clear action plan within each governorate to support teachers, students, and the educational process was also emphasized.
As part of the project team's capacity building efforts, the training platform was developed to include basic and advanced courses targeting teachers, supervisors, school principals, and systems specialists. Introductory meetings were organized for training centers and certified trainers to ensure the readiness of training teams in the governorates. A 24/7 technical support team was also provided, along with the launch of the new "C-Help" technical support system, which relies on artificial intelligence tools to improve response and data analysis, contributing to enhancing the efficiency of technical support and meeting user needs.
The team discussed the system's approved assessment mechanisms, which include continuous assessment tools such as homework, quizzes, and grade sheets, as well as integration with the official measurement and evaluation system. Work is currently underway to develop an integrated assessment system that encompasses all stages of assessment and measurement, ensuring accurate results and transparent educational performance.
In terms of digital content, more than 1,100 digital educational elements have been uploaded, including e-books, interactive activities, and educational videos linked to the learning outcomes of each subject. Central teams from the ministry, along with education governorate teams, participate in producing this content as part of integrated efforts to enrich the educational process with high-quality digital resources.
The project team discussed the development challenges and feedback received from the governorates regarding the "Noor" app, and a plan was developed to update it periodically to ensure compatibility with various operating systems. Interactive screens were also supplied and installed in a number of schools, and training on them began. A plan is also in place to expand their use across all educational levels, complementing the activation of the "Noor" platform and enhancing the interactive learning experience.
To ensure the protection of the digital system, a unified login using the ministry's email and password has been adopted, with all strict security measures being taken to protect the system from cyber-attacks. Schools are also urged to activate student emails to benefit from digital services, including virtual classrooms and Microsoft Education platforms.
The team discussed the importance of defining access permissions to the system based on each user's job role, and working on integrating systems between the Noor platform, the educational assessment platform, the digital atlas, and virtual labs to ensure clarity of tasks and avoid account overlap, thus contributing to improved management of the digital system. The plan to develop school supervision and evaluation forms was also reviewed, which will be implemented after the completion of the educational supervision system. This plan aims to raise the quality of educational and school performance and enhance educational oversight.
