The page of legislation and documents governing school administration work, on the Sultanate of Oman's educational portal, has been reassembled and reclassified into a guide to laws and regulations governing school administration work, starting with the 2023/2024 year. It represents an essential reference for those working in the educational field, providing them with access to laws and regulations relevant to their work. It also provides a clear framework for educational and administrative practices and defines the roles and responsibilities that serve the educational process.
To gain insight into the objectives of launching the Legislation and Documents Regulating School Administration page on the Oman Education Portal, we first met with Dr. Talal Al-Qarni, Senior Information Systems Specialist at the School Administration Supervision Department at the Directorate-General of Educational Supervision. He said: “The Legislation and Documents Regulating School Administration page aims to facilitate access to the legislation and documents required by faculty members to perform their duties efficiently. It also seeks to enable faculty members to utilize these legislation and documents in a timely and appropriate manner, which helps in making decisions based on clear legal frameworks. In addition, the page contributes to creating a comprehensive database of legislation and documents, providing a rich source that can be utilized in conducting various scientific studies to support the development of the educational and administrative process.”
Regarding how educational legislation and regulations are employed to improve schoolwork, Said Al Qanzai, Director of Kaab bin Zaid Basic Education School (grades 5-10) in Muscat Governorate, said: “Educational legislation and regulations work to improve schoolwork by organizing administrative and technical work. Administrative legislation organizes and improves the regularity of schoolwork, teachers’ commitment to attendance and leave times, and raises teachers’ professionalism and performance. Technical legislation also provides, for example, curricula and assessment to ensure teachers implement plans and assessment tools correctly. It works to ensure teachers use modern and diverse teaching strategies and methods and encourages teachers to use modern technology and provide diverse learning resources for students and teachers. Legislation and regulations related to indicators and statistics also provide indicators and data used to improve the educational process and provide information that can be used by school staff in developing school plans.”
Badr Al Amri, Headmaster of Sheikh Shams bin Hassan Al Amri Basic Education School (grades 1-12) in Al Dakhiliyah Governorate, pointed out on how to spread the culture of working with educational legislation and regulations in the school and the local community, saying: “Spreading the culture of working with legislation and regulations is done in several different ways and methods in the school and the local community, such as: directed readings in the form of presentations, providing feedback after each directed reading, and making use of the social media of each school to publish educational legislation and regulations, print them, prepare them in a file, and place it in the administration corner for reading, as well as placing the regulations in links so that everyone can view them and download them at any time, so that they are available to the teaching staff and parents.”
On the additions provided by the page of legislation and documents regulating the work of school administration and the school's teaching staff, Badriya Al-Jassasi, Director of Kabara Basic Education School (grades 1-12), in Al ADhahirah Governorate, said: “It provided a number of contributions that are expected to contribute to developing work in schools, providing the latest versions, and avoiding old ones, defined the roles for each category and each job, and contributed to defining the work path more clearly for all those working in the educational field. It is a rich repository of regulating versions and legislation, which facilitates easy access and the adoption of initiatives to disseminate them. It also reduced the burden on school administrations in raising awareness of them and clarified the legal frameworks that students and teachers fall into due to lack of knowledge, while now it has become available to everyone. This step emphasized the importance of spreading the culture of governance and the principle of transparency in our educational institutions.”
In regard to the most important proposals that should be developed in the future on the page of legislation and documents regulating the work of school administration, Marwa Al-Saidi, delegated director of Abu Mudhabi Basic Education School (grades 1-12) in Al Wusta Governorate, said: “To develop the page of legislation and documents regulating the work of school administration in the future, we can focus on the continuous updating of legislation and regulations, the creation of a dynamic electronic system that allows for updating legislation immediately after its issuance, the addition of automatic notifications and alerts when any regulation or law is amended, and linking the page to official legal sources to provide the latest developments in educational policies.”
