With the approval of HE Majid bin Said Al Bahri, Undersecretary of the Ministry of Education for Administrative and Financial Affairs, the first phase of work was launched on the “Automating Smart Goals for the Educational Staff Sector Initiative (Goals Bank)”, which was adopted by the Individual Performance System Management Office in the Directorate-General of Administrative Affairs at the Ministry’s General Diwan. The Smart Goals Bank is prepared in accordance with the principle of joint cooperation, in a central and decentralized manner, in an effort to achieve the principle of partnership between sectors related to the Ministry of Education.
Dr. Salwa Al-Qassabi, Director of the Individual Performance System Management Office, confirmed that the idea of the electronic Smart Goals Bank came to keep pace with the trends seeking to improve the work mechanism of the individual performance system in the Ministry of Education. The first phase of the initiative’s work included targeting the teaching staff sector, through working on the outputs of the evaluation and job description system. The initiative sought to prepare a bank of electronic smart goals for the sector and including them in the Ejada electronic system to be implemented with the start of the first round of performance measurement for the year 2024.
Dr. Salwa Al-Qassabi also explained that the stages of work on the initiative came according to a future plan that aims in its subsequent stages to complete work on an integrated electronic goal bank that covers all job titles in the Ministry of Education.
Dr. Fatima Al Hammadi, Head of the Individual Plans Management Department, explained that the idea of the initiative came in response to the emergence of a number of actual challenges facing employees in preparing individual plans, which were monitored by studying models of individual plans in the Ejada system for measuring performance. The work included analyzing samples of individual plans from the Ejada system for the targeted titles, participating with the relevant sectors in the plan analysis processes, implementing a workshop to discuss the educational staff’s smart goal banks in their initial form, and then creating the goal bank in its final form.
Dr. Fatima Al-Hammadi added: “The initiative seeks to improve the quality of implementing the performance evaluation system in the Ministry of Education by ensuring the formulation of smart goals instead of writing them without relying on the standards of goals formulation.”
Dr. Ahmed Al-Hadrami, Head of the Awareness and Performance Data Department, also spoke about the idea of the initiative, which crystallized in the automatic appearance of the educational staff’s objectives (according to the Ejada system). It is an innovative and easy-to-use method for smart objectives formulated according to OKRs methodology standards, which appear as a drop-down list in the Ejada electronic system in an organized and easy to use way. He pointed out the importance of this in providing the opportunity for the employee to improve the quality of applying the job performance measurement system by saving time and effort on the employee and the direct manager, and seeing the goals of other jobs, as they are smart goals documented in accordance with the outputs of the performance evaluation system, job descriptions, and the strategic and operational plan.
The goal bank included (5 job categories) with (12 job titles) to come out as a final result with (71 smart goals) that were included in the electronic system so that the educational staff could benefit from with the beginning of the main goals and results entry for the individual plans for the first round of the year (2024).
