The Ministry of Education, represented by the Individual Performance System Management Office, held a meeting on “Work Development and the Annual Evaluation of the Proficiency System 2022” under the patronage of HE Majid bin Said Al Bahri, Undersecretary of the Ministry for Administrative and Financial Affairs. The meeting was attended by HE Dr. Abdullah bin Khamis Ambosaidi, Undersecretary of the Ministry for Education, and Directors-General of the Directorates-General in the governorates, and the directorates of the Ministry's General Diwan. The meeting took place at Hormuz Hotel Muscat, yesterday (Sunday) morning.
The meeting came with the aim of discussing the most important and latest developments in the work of the individual performance system, identifying the annual evaluation mechanism for the year 2022, clarifying the determinants of working in a proficiency system to measure the adequacy of annual performance, and introducing the national framework for job competencies. At the beginning of the meeting, Dr. Salwa Al-Qasabi, Director of the Office of the Individual Performance System in the Ministry, emphasized and praised the role of the educational field in supporting the work on all the requirements of the individual performance proficiency system, by presenting a number of partnership achievements, stressing that this workshop is based on the approval of the Ministry of the evaluation structure of the electronic proficiency system in proportion to the percentage specified by the Ministry of Labor, in addition to the start of work on the theoretical framework project for job competencies.
After that, Dr. Fatima Al-Hammadi, Head of the Department of Individual Performance Plans Management, explained: “The theoretical framework project for functional competences comes as one of the enhancements for achieving the strategic goal of governance of the state’s administrative apparatus in pursuit of Oman vision 2040. The framework includes a set of knowledge, skills, and behavioral characteristics required to be available to occupants of supervisory and executive positions in the units of the state’s administrative apparatus, in order to achieve proficiency in providing various services. The Ministry of Education, represented by the Office of the Individual Performance Management System at the Directorate-General of Administrative Affairs, has begun the first stage of work on the national framework of competences, by listing job titles within the target groups in the framework, and the work on the second phase is currently underway in cooperation with the ministry's directorates and divisions.
Dr. Ahmed Al-Hadrami presented the mechanism of work on evaluating the employee’s performance and officially documenting this performance with the electronic Ejada system, which takes place once every year, as the Ministry is preparing to evaluate the performance of employees for the year 2022 according to the data of the goals and main results of the performance measurement courses that the employees included. Work is also underway to open the door for nominations for an excellent rank of 10% for each administrative division, after applying the Bell Curve. The meeting discussed the nature of work and the method of dealing with electronic system proficiency to measure the adequacy of job performance.
