The Ministry of Education organized an introductory meeting on the initiative of job rotation among the units of the state’s administrative apparatus for the heads of departments of a number of Directorates- General in the Ministry’s General Diwan. The meeting took place in the Khasab Hall in the Ministry’s General Diwan today (Monday) morning.

The job rotation initiative aims to improve performance and productivity, raise the efficiency of employees, and provide them with various skills and experiences that qualify them to develop their careers. The meeting comes within the implementation of the first phase of introducing the initiative, as it requires holding a series of introductory meetings.

The meeting began with a speech by Dr. Salwa Al-Qasabieh, Director of the Individual Performance System Management Office, in which she said: “The meeting focuses on the job rotation initiative, which came under the directives of His Majesty Sultan Haitham bin Tariq, to facilitate the transfer and mobility of employees in the government sector between government units and within the same unit. This initiative was assigned in the Ministry of Education to the Individual Performance System Management Office at the Directorate-General of Administrative Affairs, after which the work team for the initiative was formed.”

After that, Dr. Fatima Al Hammadi, Head of the Individual Performance Plans Management Department, presented a visual presentation of the job rotation initiative among government units. The presentation introduced the importance of implementing the job rotation initiative; which included 4 tracks: the community by raising the quality of government services by raising the efficiency of human capital, unity by preparing empowered leaders, discovering qualified competencies and raising institutional performance by exchanging competencies, the official by bringing experiences, practices and knowledge from other parties, and the employee

by empowering and raising the employee’s competencies and providing them with additional capabilities, in addition to demonstrating skills and capabilities for innovation and creativity. The presentation also included a definition of the job rotation goals for the unit and for the employee, in addition to the controls for implementing the job rotation initiative and its types.

It is worth noting that the job rotation initiative among the units of the state's administrative apparatus contributes to preparing employees to take over other job duties and responsibilities and to support government agencies that suffer from a shortage of human resources. In view of the SWOT analysis of job rotation, it includes the strengths represented in the density of the number of employees in the targeted government units, the diversity of experiences and qualifications, the geographical distribution and the Sultanate of Oman’s orientation towards development and change, in addition to the weakness element represented in the lack of reliable data and information about employees in the government sector, as well as the lack of an integrated system for human resource management. The analysis also includes the opportunity component, represented in achieving the vision of "Oman 2040", developing legislation and laws, optimizing human resources, and improving the work environment in government units.
