Introduction to the Directorate General of Private Universities and Colleges

Higher education stands at the top of the educational ladder, encompassing all types of education that follow secondary education, whether in universities or other educational institutions concerned with education, training, or scientific research. Higher education plays a prominent role in preparing qualified national cadres at the highest levels to be able to effectively participate in driving the country's development.

Given the rapid global and local developments, preparing generations of educated and highly trained youth has become an urgent necessity imposed by the requirements of comprehensive development, so that the state has skilled competencies capable of dealing with international changes and modern technology, and capable of interacting with and benefiting from all developments, preparing a generation of academics, researchers, and graduates with high educational levels, and meeting the Sultanate's needs for specialized cadres in various fields.

Since its establishment in 1994, the Ministry of Higher Education, Research and Innovation has been working to advance higher education in the Sultanate, expanding the base of higher education institutions to include various fields and multiple specializations that meet the needs of comprehensive development and the labor market. This expansion was not limited to government higher education; the Omani private sector also made tangible contributions after being given the opportunity to invest in this field.

Regulations and Legislation

  • Royal Decree No. (41/99) issuing the Private Universities System, with Executive Regulations issued by Ministerial Decision No. (36/99)
  • Royal Decree No. (42/99) regarding the establishment of private colleges and higher institutes, with Executive Regulations issued by Ministerial Decision No. (34/2000)

It is worth noting that private higher education in the Sultanate has gone through several stages. In 1996, Royal Decree No. (68/96) was issued regarding the establishment of private colleges and institutes. Since then, the number of these colleges has gradually increased until the Private Universities Law was issued, followed by the Private Colleges and Higher Institutes Law.

When reviewing private universities and colleges across the Sultanate's regions, it is noted that most of them are concentrated in Muscat, with 12 out of 16 private universities/colleges located there.

Private universities and colleges rely on capital allocated by owners, government soft loans, full and partial internal government scholarships, in addition to financial support and tax exemptions provided by the state to this sector.

Funding and Enrollment

Most inputs to these institutions consist of general diploma graduates, and the methods of enrollment vary in terms of funding as follows:

  1. Students enrolled at their own expense or at the expense of some companies and government institutions.
  2. Internal scholarship students: The government provides one thousand full annual scholarships (tuition fees and monthly allowances) for social security recipients and approximately six hundred partial scholarships (75% of tuition fees only).
  3. The flexible systems in private higher education institutions have provided educational opportunities for many who wish to continue their education, especially with the availability of part-time study, and these institutions' efforts to introduce new educational systems such as continuing education.
