Ministry of Education introduced the electronic Educational Portal in 2007. It represents a quantum leap in the use of modern information technology in education. The portal is an electronic communication system which provides quick transmission of information, ideas, experiences and views on various aspects of the educational process. It contains a database which will assist educational sector employees in decision-making process, best implementation of their plans, programs and projects. It also helps improving the efficiency of educational planning and allows the ministry to evaluate the results of its development programs more quickly. The project involves a development of a comprehensive system which is compatible with the ministry's vision for educational reform in the Sultanate.
The Electronic Educational Portal is a web based application that is tied to a centralized database. This will create a single entry point or portal for all application related to the costumers within the MOE.

Advantages & Benefits:

  •     1. It streamlined administrative processes and allow different transactions to be carried out online by the different customers; the administrators, the teachers, the students and even the parents.
  •     2. Via the portal, users can access applications such as; The School Management System (SMS) transformed administrative tasks in schools into electronic form. It provides comprehensive information on schools, students, teachers and ministry's employees and offers a range of electronic services for them, consequently allowing critical data and information to be collected and to facilitate planning for the Ministry experts. This is especially important for determining new policies and regulations for educational programs.
  •     3. The other application linked to the portal is The Learning Management System (LMS); this application handles all educational aspects of publishing e-learning content like digital text, e-books, audio and video materials to present the subject in an attractive way for the teachers and the students.
  •     4. The portal is also linked to The Documents Management System (DMS) which tracks and archive electronic documents sent by the customers. This provides audit trail to all documents transmitted in-between the users; it also cuts down a lot of paper transactions and saves a lot of expenses for papers and archiving storage space.
  •     5. All the three systems mentioned above are integrated with each other; users access them via the Interface Portal System (IPS).
  •     6. Online portal shortens the distance and gets transactions completed in a speedy and simplified manner as it eliminates the unneeded procedures. The efficiency of educational planning and evaluation methodologies are considered and implemented.
  •     7. Many administrative applications and services used by MOE employees have been e-designed in the portal (all in one); teacher transfer, vacations, exams, supervision, training, qualification, budget, etc., culminating comprehensively in one portal.

The Educational Portal is implemented in all over the country (11 educational regions) with around half million students, 1047 government schools, around 80,000 employees (teachers, administrators and other staff) and around 300,000 parents. In a nutshell the Educational Portal has provided transparency, accuracy, rapidity, availability and cost reduction to the Ministry and therefore it has been awarded with many local and international awards such as UN Award, GCC Award, Middle East Award, HM Award, Arab Pan Award and Oman Award.


Main Features

The Educational Electronic Portal will provide the ministry's administrative sectors with access to the latest data and allow them to update their work via the electronic network. It will also provide an electronic communication service on educational developments and information for all interested sectors of society.

In addition, it will provide attractive interactive teaching tools and, using advanced, innovative techniques, it will support improvements in evaluation and assessment, teaching methodologies and curricular development and, in so doing, assisting in the creation of a quality education system.

The portal's electronic teaching programs will train teachers on how to develop self-learning skills among their students and will enable interested members of the public to extend their educational opportunities through distance learning and virtual classrooms.

As the educational portal consists of 4 main systems and multiple cohesive applications, there are so many favorite features which are driven by one shared database to produce one integrated and well-constructive system; these are:

  •     • E-services for students, teachers, parents and employees such as; registration, students' reports, attendance, timetables, transfer, vacations, etc.
  •     • Communications tools; forums, chatting, opinion poll , agenda, emails, fax, etc.
  •     • Mobile service (the SMS).
  •     •  E-learning system; self-paced and virtual class rooms with interactive and attractive e-content.
  •     • Correspondence and Archiving system; send, save, trace and archive electronically.
  •     • Designed with transparency, credibility and flexibility.
  •     • Secured, accurate, updated and centralized database.
  •     • Automated Administrative work flow.
  •     • Other administrative and financial services and applications.
